Special meeting to finalise Club position re Jardines Moorings Proposal + afterwards.. End of Season Social ….pizzas, cheap drinks, cool DVD’s…

The Meeting……

1. Background. As you are all aware there is a proposal to put in a Mooring Buoy into Jardines Bay. The proposal is for a 12m boat to be used during ‘extended periods of good weather’. The area is zoned Boating Facility Area,
” (n) Boating Facility Area BFA- the use of this area is limited to a double boat ramp, jetty, a weather protection feature, a boat shed and associated boat/trailer/car parking and public facilities, provided that all facilities are available for public use” (District Plan; Resort Zone Rules. Jacks Point Special Zone. Section 12).
You will note that this does not include moorings, in fact the other facilities included are more land based as opposed to an obstruction in the water. In addition there is a very clear focus on ‘public facilities’ available to all as opposed to private facilities.

2. Lack of Initial Consultation. The application was put in Sept 09, there is no mention in the report on “Assessment of the Effects” of the impact on the club, despite the signage on site clearly showing we use the area. The Harbour Master in commenting on the issue stated there were no safety issues and failed to notify or consult the club. In fact the first the club knew about the proposal was in Jan. this year.

3. Consultation since January. The club immediately registered our interest with Lakes Environmental who agreed that we are affected by the proposal. They suggested that either the applicant needed to make a compromise with the club over the positioning or the matter would end up at an official Hearing. The club met with the applicant and have been liaising with his planners since. The club have continuously proposed an upwind position (I’ve called this E for Exec.) which has been rejected by the applicant. The applicant moved to amended position B1 which the club tested on the water and found unsatisfactory.

4. The On Water Testing Session. The club asked the applicant to put in a buoy for us to test. Despite many reminders they chose not to do this thus we put one in ourselves. We had an “on-the-water testing” session on Sat 27th March, when the club put in a buoy at Jardines with a trailing float rope to represent the length of the boat concerned for the mooring application. I have attached some photos from this testing session. Despite the shoprt notice there were at least 17 sailors there of whom the vast majority commented that position B1. mooring was still a safety issue and adopted the position of supporting the Club Exec in asking for the Mooring Buoy to be placed further upwind (ie further South of the Kiters launch area, past the fence line).

5. Update/ Now. The Jardines have made it clear they wish us to find a compromise. Lakes Environmental have made it clear they consider a Mooring to be within the general ethos of this zone but agree our safety is an issue so the location must be carefully considered. Following our testing session the applicant has proposed another option B2 which is a little nearer the shore (see attached map), but again rejected an upwind option.
We now need to decide whether to accept option B2 or to continue to fight for an upwind position even if it means going to a Hearing. It should be noted that this is probably the thin edge of the wedge, the area is zoned as Boating Facility Area and there has been talk that the applicant is planning a marina for the area. It is therefore crucial that we consider this very carefully and set the correct precedent for our future safety and use of the area. So do please make an effort to come to the meeting and express your views. If you cannot make it but wish to vote on the issue please send Sue an email before 5pm on Monday with your comments about the vairious options on the map..

The Social….

As all of this is rather serious, we’d like to combine it with a bit more fun and an end of season social ! So we’ve arranged for an end of season social to follow the meeting. There’ll be cheap drinks and the Club are putting up some money for free pizzas, in addition we’ll have some of the latest cool windsurf and kitesurf DVD’s to show. The meeting will be held in the pool room from 7.30-8.30 only club members will be allowed to vote, but after friends and partners are welcome to join us for the social and DVD’s.

MOORING BUOY TESTING./ SAIL AT JARDINES, BUT BE AWARE OF BUOY AND ROPE IN WATER.

Hi all,

Sorry for the short notice, but there’s a Southerly out there. Fresh at the moment but due to moderate during the afternoon.

As you know there is a proposal to put a mooring buoy in the bay where we sail, for a 12m motor boat with antennae. The club exec are very worried about the safety aspects of this proposal. We have asked the applicant to put in a buoy for us to sail around so that we have given the matter our fullest consideration. They have not responded despite several requests. As the matter is likely to end up in an official “Hearing” the Exec. have decided to put in a buoy ourselves, so please try and get down to Jardines today to look at the positioning and let me know by email how you feel about this.  Please try to go even if just for a look if you can’t sail. We hope the buoy will be in mid afternoon. Text me if you want to be sure about the time .

PLEASE BE CAREFUL SAILING. Look out for the buoy. Depending on the conditions we may put a 15m float rope with other buoys on it out from the buoy to represent the length  of the boat and estimated swing. We will not be doing this if it doesn’t seem safe.

Hoping you’re all getting some good end of season sailing in before we reach the April wind lull, and the dreaded daylight savings. I’m assuming people will be dispersing over this long weekend but maybe we should aim for a day out social sailing in Wanaka next weekend (28/29 March) if the winds are good, as this one got postponed earlier in the season. JARDINES ACCESS/ MOORING APPLICATION UPDATE.

Last newsletter we told you about the application for a boat mooring to be positioned in Woolshed Bay (Jardines) very close to the area where we launch and come in, and where the beginner kiteboarders practice their body dragging skills in the early stages.

We informed you that we had met with the applicant to try to see if we could find a suitable alternative but unfortunately he rejected our ideas of a position further upwind (ie upwind of the fence near where the kiters launch). He proposed another site further to the western side of the “Boating Facility Area” boundary. (see attached copy of the revised proposed location). The club asked for further details, proposals and a buoy to be put in so we could see how this spot would impact when actually sailing. We also contacted Harbour Master Marty Black to discuss the safety implications for us, as when he made initial comments on the application, he was unaware that the club had not originally been consulted or included as an affected party.

The Club lodged an official ‘register of interest as an affected party’ and Lakes Environmental have now agreed that we are an affected party with safety issues and that the effects on us will be ‘less than minor’. They are therefore informing the applicant and its up to him whether to try to negotiate on the position with the club, or whether to go to an official “Hearing”, where both sides would present their case and an independent Commissioner would decide.

In the meantime we are hoping that the applicant will still put in the buoy for their new proposal so that we can at least try it out on the water. So next time there’s a Southerly, watch out for your emails, we may be asking you to test out sailing with the buoy in position and then give us your comments. We will be calling a club meeting at some stage to make a decision about our official position and how we wish to proceed. Any further queries in the meantime contact Sue.

Thursday 25th March. Jacks Point to Jardines Park Bike(15kms), Run or Walk (7.5kms), along the new track and through private land not normally accessible. Early evening event. 4.30-5.30 register, 5.45 start at the Jacks Point Clubhouse. $15. Prizes for the most outrageous costume… sounds like lots of fun for a good cause if there’s no wind that day !

The Big Queenstown Downwinder. Last Saturday… huge success !

39 windsurfers and kiters from all over the South Island descended on Glenorchy on Saturday 27th Feb for the Southern Lakes Windriders Club’s annual downwinder sail from Glenorchy to Piegeon Island. They were rewarded with a stunningly sunny and warm day.

It was a spectacular site at the start with an array of coloured kites and windsurfing sails that quickly dispersed at varying speeds downwind. Winds were gusting approx 25 knots with variable and at times challenging  wind conditions.

The informal race started at Glenorchy and finished on the Glenorchy road at the beach opposite pigeon island, a course of approximately 10 kms.  First to arrive at the finish line was local kiter Mike Holland (Queenstown) using a large 17m2  sail.  First windsurfer was Gavin Jackson(Dunedin) on a 6.0 sail.  39 competitors took part in the event(compared to 19 last year) with the youngest kiters achieving fantastic results; Bennett Jones, 16yrs old (Dunedin) came in 2nd overall and  Blake Porter(Dunedin) only 15yrs old came in  5th overall. Participants travelled from as far afield as Christchurch, Dunedin and Invercargil….. with one competitor even from the USA.

Supported by the coastguard and two other smaller locally owned boats manned by volunteers, the event is a memorial to previous club secretary Jude Green.

Event organiser Sue Bradley hailed the event a huge success. “It was amazing to see so many people taking part, the sight as the start was a real tear jerker all these pretty coloured sails in this gorgeous setting.. and what fun ! That was the most fun I’ve had on a windsurfer in a long time ! “

FRIDAY NIGHT;

8pm. Winnies pizza and drinks social. Pre event get together for anyone who is in town early.

SATURDAY;

12 noon meet at Glenorchy, warm up/ sausage sizzle/ go out for a sail and work out what size you’ll need.

12.30-1.30 registration back at the beach. You’ll need $25 registration / club members free. We’ll want details of identifying features for you and your sail/ gear and a name of a buddy you’ll be sailing with (or we’ll allocate one to you). You’ll be given your first prize, a pack worth $40 from Colgate one of our sponsors, and a tee shirt (sponsored by A.C.T. builders) for the first 30.

1.30 Briefing.

2 pm. Horns /Hooters/ Screams will announce ‘ we are off ‘ ! Start will be from the beach.

2-3 ish. Sailors/riders will be heading down the way with huge grins on their faces supported by the rescue crew towards the end point of ….. The access road from the main Glenorchy Rd to the beach opposite Pigeon Island. (Detailed map available at registration). Approx 12 kms direct.

3ish. Sailors/Riders will be met by the welcoming gang at the finish point. Your names will be taken, at which point its OK to go back on the water and free sail if you wish until the others are finished. Check your buddy is OK… if not tell us ! Transport will then take you and your gear back to your cars at Glenorchy.

5 ish onwards.  Prize Giving and spot prizes (worth lots of money) donated by our kind supporters at the  Glenorchy Hotel. You will be given your ” I did it !” certificate.

SATURDAY NIGHT;

Pizza/Dinner at the famous yummy Glenorchy Café, and then back to the Glenorchy Hotel to socialize the night away!

Anyone who wants to stay the night can get rooms at the Glenorchy Hotel, cabins/tent sites at the camp ground, or rooms at a local motel.

DETAILS

1. Registration fee of $25 for non club members (or club membership is $25). This is to cover safety boats, transport, event costs etc. Your registration form will need details of your sail colours and other distinguishing features and you will be required to sign a disclaimer. There will be a minimum of 3 safety boats, including the local coastguard.

2. For safety purposes you will be asked to register with a buddy of a similar level (or small group) so that you can keep an eye out for each other. Or if you come alone you will be allocated a buddy.

3. The club expect a minimum level of ability; windsurfers, waterstart and gybe; kiters, experience of sailing downwind in sole control.

4. The club recommend that you wear life jackets/vests or other suitable buoyancy and a helmet and insist that you conduct yourself on the water in a safe cautious manner at all times.

BAD WEATHER ?

Looking unlikely but if it isn’t suitable we will be aiming to repeat the same timings and plan for the following weekend.

THE BIG DOWNWINDER Sat/Sun 27/28th Feb.

Have you booked the date in your diary ?! Spread the word. It’ll be fun, fun, fun !

The Big Downwinder is a long…… distance downwind fun race. Provisionally Glenorchy to Pigeon Island but maybe a southerly alternative ending at Jardines.

We will have the Coastguard and additional rescue cover to make sure everyone is safe. We have already secured HUGE sponsorship from Watercooled Sports, Rodgers Dental, ACT Builders, Queenstown Fibreglass, G Force Paragliding, and I’m sure there’ll be more by the time of the event. Each participant gets a registration pack with lots of products in it worth $50+ and the first 30 to register will get a free event tee shirt. There will also be heaps of spot prizes for the after event party. The event is FREE for all club members, so entrance fee for those of you who haven’t joined up this year is the club membership of $25..  We want to thank our sponsors most sincerely.

JARDINES ACCESS.

The club have been approached by Clark, Fortune, McDonald & Associates on behalf of their clients Ruboc Holdings about giving our approval as an affected party for a boat mooring to be positioned in Woolshed Bay(Jardines) very close to the area where we launch and come in. See attached map.

We have been seeking more information from the applicant before notifying you all formally but the initial informal responses from members have been of concern regarding the safety of such a proposal, for us and for the boat ! Unfortunately this has taken a nasty turn with a club member being phoned and ‘warned’ that the club may lose access if we don’t approve this application. However luckily Dick and Jilly Jardines (who own the land and have kindly granted us access all these years) are upset at this ‘warning’ and are backing us completely. So we have now listed with the council as an ‘affected party’ and have written them a brief note to outline our initial concerns and officially ‘register an interest’We also met with the applicant on Friday to try to see if we could find a suitable alternative but unfortunately he rejected our ideas of a position further upwind. He is looking at another site further to the western side of the boating facility area boundary. We have asked for further details, proposals and a buoy to be put in so we can see how this spot would impact when actually sailing. We are also contacting Harbour Master Marty Black as when he made initial comments on the application, he was unaware of our long standing use of this area and the safety implications for us. We will keep you posted and will organize a formal meeting to consult all of you on our response when we have some new proposals from the applicant, in the meantime anyone wanting more of an update please come to the BBQ on Thursday !

CLUB BBQ.

This Thursday 18th Feb. 7pm onwards Frankton Beach. Sausies provided, bring your own beers. Watch & encourage the windsurf beginners/improvers while having a beer and being social. It’ll give us a chance to catch up about the Jardines Mooring proposal and the Downwinder as well. So please make an effort to come along.

The “Riviera” SOUTH COAST.

* Lots of the local kiters have been heading off to the South Coast for trips to the wonderful spot of Awaraua Bay, so if the “Riviera” South Coast, shallow warm water and good company sounds like your kind of thing then ring Mike Holland 021 226 4534.and find out about their next trip

Windsurfing Thursdays at Frankton. 4.30-8.30

Starting Thursday 14th Jan through til the end of March. Lessons and rentals available or if you have your own gear just turn up for a social sail and a chat to other sailors. Most weeks there’s a BBQ too, though not for the first one tomorrow. Its always weather dependent. So tell your friends and family about it… get them on the water too !

Aviemore Summer Bash Report

INAUGURAL AVIEMORE SUMMER BASH HUGE SUCCESS !

The first Aviemore Challenge Trophy event held at Lake Aviemore, South Island from 1-3 Jan 2010 was dubbed a great event by all those who took part as well as the organisers and their team. In all 19 windsurfers entered, slightly less than expected, but for a first event all were happy. Everyone took home a cool tee shirt as well as a dental pack, there were trophies to keep for each of the main classes, a very special silver plate as the main Challenge Trophy and  lots of spot prizes too. The social side of the event which is primarily organised around a lovely traditional camping/sailing spot was helped by sponsorship beer which added that special bonus to ‘after sailing’ stories !

First day of the event ended up with a freesailing session at Lake Benmore as the winds at Aviemore were unfavourable and rather nuclear. Many of us who have sailed there for 10 + years have never seen quite so much white foam on Aviemore(around the country gusts of 100+ were recorded that day).. so it had been a good call to go elsewhere for a play. The second day saw the sailors doing the planned long distance race in a good Southerly(20+), over to the other side and back twice. Approx 12 kms. On Day 3 we were met with less favourable North West winds again, but a vote was taken and we decided to race. Two races were held of a single crossing to the other side. The winds were rather erratic and the planned cross winder turned into an upwinder and then a scary screaming downwind run, but hey, the conditions were the same for everyone.  Hilights of the event included having so many first time racers in the silver fleet; relative newcomer to racing Nathan Taylor nearly beating the favourite Gareth Woods in one race on Day 3; and of course the beers and the end of event BBQ and party.

XMAS SAIL THIS WEEKEND.

This weekend forecasts, gusty westerlies Sat or cold southerlies Sun, so let’s aim for Sat afternoon for a Xmas sail at Glenorchy… and then a few drinks after at the pub for anyone who is around and free. I appreciate this won’t suit everyone just before Xmas, but give it a bash .. try your best ! Sailing will be much more relaxing than shopping !

JARDINES PRIVATE SAILING SITE

Just a polite reminder that the club has a private ararngemnt with the Jardines for access to their beach for CLUB MEMBERS ONLY ! The Jardines requested this as a condition of allowing us access so that there is some form of accountability for them. They want to know that if a gate is left open by mistake or something happens to anyone, etc then there is some way of tracing who was there. Dick Jardines has asked me to remind people that this spot is for club members only. We have moved the sign to the last gate to make it more obvious, and ask all of those who sail there to make sure you are actually members. Your  new season car stickers will be sent out immediately after Xmas.

Don’t forget Lake Aviemore is the venue for the inital cross the Lake races for kiters and windsurfers over New Year 1-3 Jan. Its a very simple course, across and back .. twice ! Local builder/windsurfer Ben Collins of Bayshore Builders has sponsored the event so there are some great trophies to be won…. good on ya Ben ! Aviemore is a great place for kiting and windsurfing over Xmas and New Year… ring Sue for details of usuaul camp spots and registration for the event.
